The First Renumbering was legislated in 1927, but the original numbers were still used into 1927. The 1927 Official State Map shows all the old route numbers except for Route 30, which was a 1927 number. The first official state map showing all new numbers was from 1928. However, bridges built in 1928 have no route number stampings, and some old photographs from 1928 still list the old numbers. The first bridges stamped with the new numbers were built in 1929.
RED numbers were decommisioned in the FR. All except 14 and 16 were brought back later. It is unclear whether 9 and 11 were ever signed after the FR. Others, like 3, 12, 22, and 24 were never fully completed according to these plans. See the scans below for details.

The major point of the FR was to eliminate duplicate routes and set up a geographic-based numbering system with low-numbered routes in the north and high-numbered routes in the south (hence the gap in the low numbers). It also introduced the idea of the S- (Spur) route. Legislative routes from 1922 that were still in the proposed* stage in 1927 are in [brackets].
* The proposed 1926 renumbering, a sequential system that eliminated duplicates, and assigned numbers to the proposed routes legislated from 1922-1925, was never adopted. This chart only shows proposed routes legislated in 1923.
